Job Detail
  1. Under the direction of the Chief of Operations, monitor financial transactions, supply procedures and transactions, administrative transactions and cash disbursements, programme cooperation agreement payments to ensure their conformity to UNICEF rules and regulations, accounting procedures and partner use regulations. Review internal systems to ensure conformity to the established financial delegation memoranda, the table of authorities, the delegation of authority memo and monitor the accuracy and timeliness of the processing of payments, supply requisitions, cash requisitions and contracts. Prepare monthly reports and statements of conformity for the Head of the Office.
  2. Assists Chief of Operations in reviewing internal control systems in all UNICEF Pakistan offices, oversee the work flow process especially those of finance and DCT..? Also prepares and analyses financial data for budget estimates and financial planning. Prepare reports on findings.
  3. Undertake field visits to zonal offices to review financial systems and procedures for compliance with rules and regulations. Check the delivery and reception as well as the adequate use of supplies in conformance with the programme documents. Review programme documents including partner agreements for conformity to UNICEF programming rules and regulations. Review bank reconciliations for compliance. Report on findings.
  4. Conduct periodic on-site reviews of implementing partners’ financial records for cash transfers. Together with a programme colleague, conduct programmatic assurance of the implementation of supported activities. Schedule audits of implementing partners’ internal controls for the management of cash transfers and handling of supplies and conduct initial assessments of partners’ financial controls and systems to ensure their conformity to international standards and sound financial separation and controls.
  5. Schedule assessments of implementing partners on an annual basis and ensure that all partners are assessed regularly in conformance with established HACT guidelines.
  6. Assess central and local governmental authorities as to their financial capacities for the purpose of capacity building, responsiveness and accountability. Provide training and orientation to finance staff in Islamabad and zonal offices as well as oversee the periodic assurance activities of partners to ensure conformity to UNICEF’s cash transfer facility. Prepare reports on the assessments and recommend improvements and training necessary.
