Programme Officer - Provincial Delivery of Education Team (B2)

  • Minimum Education: Bachelors; Degree Title: Relevant Degree would be preferred

  • Salary Range: PKR. 70000 to 125000/month

Reporting lines
The Programme Officer will report to the A2L Programme Manger in the Provincial Delivery of Education team. The Deputy Group Head will act as Quality Assuror.

Job Description/duties

  • Manage effectively the programme team’s delivery of agreed and new programme and policy priorities.
  • Ensure team compliance with DFID procedures.
  • Be responsible for and manage the programme team’s financial information.
  • Represent DFID at external meetings and in other monitoring, coordination and policy forums as required.
Specific tasks will include but not be restricted to:

Programme Management: 

  • Following Blue Book and other DFID corporate policy, the post holder will lead on specific programmes on the effective and efficient programme management of the Khyber Pakhtunkhwa Education Programme, within the Basic Services Group.
  • Provide advice, support and cover to other programme leads (advisers or programme staff) on the effective and efficient management of other programmes.
  • Contribute to the effective programme design working closely with advisers across the office
  • Play a crucial role in helping the team draft clear and concise project documentation (submissions, project memorandums etc) and other written work; and to quality assure these before submission to senior management.
  • Ensure that all documentation is placed on QUEST at the appropriate time.
  • Ensure, for your specific programmes, compliance with the Making it Happen Results agenda. Working closely with the DFID Results and Evaluation Team, you will help define the key outcomes for the team’s programmes for each financial year and ensure achievement of these outcomes and report these to the Office.
  • Play a crucial role in planning for and participating in Annual Reviews, Mid-term Evaluations and End of Project Reviews to ensure the achievement of Value for Money in the team’s programmes.
Financial Management and ARIES:

  • Ensure that the rest of the programme team completes financial monitoring, forecasting and reporting accurately and timely for FINSTATS, Calendar Year, Year End Resource and Administration Cost reporting exercises. Helping achieve financial forecast targets.
  • Ensure the rest of the programme team; maintain accurate programme and financial information in ARIES; and that they are able to produce accurate financial and project information from ARIES.
  • Ensure that you and other programme staff process payments to programmes, through ARIES after being ADAMANT checked and quality assured before release of funds. Making sure payments are processed within 10 working day deadline. Or other deadlines specified.
  • Manage funding mechanisms with consultants/contracts, NGOs and multilaterals, effectively to ensure compliance with funding arrangements and delivery of accurate activity and financial progress, evaluation and audit reports.
  • Work with the Procurement Team in Pakistan and Procurement Group in the UK to manage contracts effectively to ensure compliance with contract terms and conditions; and delivery of outputs.
