Procurement & Supply Management Specialist at UNOP - Islamabad

The Islamabad office of United Nations Office of Project Services (UNOPS) is the local fund agent (LFA) for the global fund (GFSTM in Pakistan). UNOPDS urgently requires the services of an experienced and qualified 

Procurement & Supply Management Specialist 
who meets the following requirements:

Basic Job Duties
- Undertake and monitor fore acting for health-related and other products; critically analyze procurement plans including costing, scheduling and applicable procurement methods of GFSTM approval and internal follow up of procurement and contracting activities:
- Plan work assignments to ensure timely delivery of results;
- Ensure that procured health products comply with international and national standards and with GFATM quality insurance policy;
- Monitor and access Procurement and supply Chain Management (PSM) capacities of Principal and sub recipients:
- Asses Policies, systems and structures in the public and/or private health sector that are relevant for managing effective and efficient access to pharmaceuticals and other health products, particularly for AIDS, TB and Malaria focusing on developing action oriented recommendations, demonstrate understanding of AIDS, TB and Malaria Market of dynamics and existing global supply challenges as well as international health-products procurement and supply management processes, applicable national and international laws and recognized standards:

Qualifications
Masters Degree in Pharmacy / MBBS/MPH or equivalent in Business Administration, Financial and /or Procurement Management, or related field.

Experience
At least 7 years of experience in the field of Procurement, preferably in the Health sector, professional training/experience, in Procurement of Health products, supply chain and inventory management, or previous experience of working as a procurement specialist in a Pharmaceutical Company.

ITS Skills
M.S. Office (Excel, Word, Power Point, etc) and Project management Software like M.S. Project.

Other Competencies
Strong analytical skills, excellent report writing skills, fluency in English, ability to work within a team under pressure and handle multiple concurrent activities, ability to work independently and to respect deadlines. Strong interpersonal and communication skills & Sound knowledge of Government of Pakistan’s procurement guidelines and practices. Knowledge of Global Fund’s procurement Guidelines and Procedures is an asset.

Logistical Arrangements
The Procurement specialist will be based in Islamabad with 25% traveling within Pakistan. Initial contract will be for one year extendable for subsequent years based on performance. Market based competitive compensation will be offered to the selected candidates.
