HR Officer (B2) at The British High Commission - Islamabad

We are looking for someone who is proactive, hard working, a good team player and a self-starter, preferably with experience of a wide range of HR issues including workforce planning, recruitment, handle enquiries on terms and conditions. The post-holder will also be responsible for leading on the interpretation of Pakistan labour law legislation and how it relates to DFID global standards.

Job Description/duties

The post holder’s main duties will include:

  • Contribute to the effective management of the Human Resources by providing full support to the HR Manager on all HR functions in a way that supports the Programme Teams/DFID Pakistan Management Board to successfully deliver objectives outlined in the Country Plan.
  • Contribute to the delivery of effective workplan management and ensure plans reviewed with feedback to senior management provided.
  • Vacancies- both UK based and SAIC- advertised (in conjunction and with support from Heads of Profession/ Business Partners) are filled in accordance with central policy and within time frame agreed with senior managers.
  • Be part of the effective planning of the recruitment processes to maximise effective succession planning and to minimise gaps by initiating, developing and maintaining recruitment strategies to maximise exposure of future job opportunities, and working closely with colleagues in others offices who have similar challenges or experience in respect of difficult to fill vacancies.
  • To respond to enquiries from staff and provide effective, timely and reliable advice to staff that is compliant with DFID HR policy
  • To ensure HR activities in Pakistan embrace DFID central policy and guidance on diversity
  • Be proactive in highlighting major changes to HR procedures from the Centre communicating these to staff orally and in writing as appropriate.
  • Delivery of an effective Staff Development Plan (SDP) for DFID-Pakistan
  • To support the Learning and Development Manager to maximise the opportunities for staff to be equipped to perform their roles increase and broaden their skills and develop their career by facilitating Line managers and Job holders in setting and achieving the office wide learning and development goals.
  • Assist in the preparation of an innovative, cost effective and relevant annual Staff Development Plans that meets the corporate need of DFID Pakistan and cater the needs of individual staff members
  • Prepare, monitor and analyse the Learning and Development Budget to ensure the Learning Development Manager and the Learning Development Committee and that the Learning and Development budget is regularly, managed effectively and decisions taken in a transparent manner.
  • Induction: Continue to development effective induction programmes that meet the requirements of the new officer and the office.
  • Diversity: As HR officer ensure DFID Pakistan procedures and behaviours embrace DFID Diversity Policy
  • Financial Management: You will ensure that the rest of the corporate team completes financial monitoring, forecasting and reporting accurately and timely for forecasts for Financial Year and Calendar year spend, Year End Resource and Administration Cost reporting exercises. Helping achieve financial forecast targets.
  • You will need to become competent in our financial resources activities management package, ARIES, training will be provided and you will be expected to quickly become proficient within the first 6 months of you taking up post
  • You will ensure the corporate team; maintain accurate financial information in ARIES; and that they are able to produce accurate financial information from ARIES.
  • You will ensure that you and other staff process payments through ARIES after being checked and quality assured before release of funds. Making sure payments are processed within 10 working day deadline. Or other deadlines specified.
Managing Consultants / Contractors

  • You will work with the Procurement Team in Pakistan and Procurement Group in the UK to manage contracts effectively to ensure compliance with contract terms and conditions; and delivery of outputs.
  • Staff Relations
  • You will interact with staff according to DFID HR policy.

Communications

  • You will work proactively with the Communications team to promote examples of achievements and lessons learnt. Drafting good and concise website articles and other communications materials.
  • To ensure all corporate requirements of the role are fulfilled accurately and on time.
  • Provide full, accurate and timely financial returns to the Departmental Finance Officer as required.
  • All critical e-mails and documents are appropriately named and saved into QUEST, our electronic record management system, ensuring copyright regulations are followed.
  • Be aware of and compliant with DFID Pakistan’s Office Procedures and work consistently with current guidance.
  • Ensure objectives, Mid Year Reviews and Annual Assessment Forms are completed on time.
  • Take opportunities to engage in office-wide issues and play a role in making DFID Pakistan an effective organisation.
  • Make DFID Pakistan pleasant place to work by knowing and consistently applying generic core values and behaviours.

Take an active part in cross DFID Pakistan initiatives e.g. , Gender Equality Action Plan, Change Management Team, and influence the policy thinking.
